美国总统国家安全事务顾问被迫为白宫伊朗政策辩护，以反驳《国家情报评估报告》（NIE）的异乎寻常场景，引发了两个核心问题：我们应如何评估伊朗构成的核威胁？应如何审视情报机构与白宫及其他政府部门的关系？
情报界上周公布的“关键判断”以惊人论断开篇：“我们高度确信，德黑兰已于2003年秋季中止其核武器计划。”此表述被广泛解读为对布什政府动员国际社会向所谓伊朗核计划施压政策的挑战。实则该结论附有脚注限制，其复杂措辞暗示“中止”仅适用于伊朗核武器计划的某个层面（且非最关键部分）——弹头制造。这一限定条件未在后续文本中重申，文件仍反复使用“中止核武器计划”的不加限定表述。
事实上，国际社会对伊朗核武器的担忧包含三个维度：裂变材料生产、导弹研发及弹头制造。迄今，裂变材料生产始终被视为最大威胁，而伊朗自2006年以来加速推进该进程，远程导弹研发亦同步提速。真正暂停的似乎仅限于弹头制造的工程技术环节。
NIE认为，伊朗或能在2009年底前生产足够制造核武器的高浓缩铀，并在2010至2015年间以更高置信度生产更多弹头。这一时间框架与2005年NIE的预测几乎完全一致。新评估虽将裂变材料获取视作主要制约因素，却未估算弹头制造所需时长。若这两项进程存在显著时间差，明确其具体间隔至关重要。此外，报告未披露伊朗暂停计划时距成功研制弹头有多接近，亦未说明情报界对掌握伊朗重启弹头研发动向的把握程度。关于后者，新评估仅对“中止状态是否持续”表示“中等程度”信心。
因此，现有证据是否支撑摘要中戏剧化表述值得商榷，公众评论中诸多宽泛结论更显牵强。过去三年间，国际争论聚焦伊朗通过离心机浓缩铀的进程——目前约3000台离心机已投入运转。政府宣称此举是伊朗获取核武器的决定性步骤，并力主采取极限施压政策。联合国安理会全体常任理事国均支持要求伊朗暂停铀浓缩计划，但对施压力度及制裁意愿存在分歧。
NIE在未改变实质前提下凸显根本问题：那些宣称伊朗军事核计划“不可接受”的国家，将在何时将表态转化为行动？是否要等到伊朗开始生产核弹头？情报系统是否假定我们能准确识别这一临界点？届时是否留有采取有效反制措施的足够时间？根据评估即将累积的裂变材料库存将作何处置？我们是否终将面对这样的对手：其同意停止进一步生产裂变材料，却坚持保留现有库存作为潜在威胁？
“关键判断”以绝对化措辞得出结论（其武断程度甚至令国际原子能机构侧目），模糊了情报评估与主观推测的界限。例如文件声称：“我们高度确信，（中止决定）主要是为应对国际社会因伊朗先前未申报核活动曝光而加强的审查与压力。”由此推断伊朗“发展核武器的决心较2005年以来我们的判断有所减弱”，且“在此问题上可能比我们先前评估更易受外界影响”。
我们期待完整评估能为这些结论提供更全面证据支撑。另一种更具说服力的解释应更重视地区态势与美国行动的影响。当伊朗于2003年2月中止武器计划并暂停铀浓缩活动时，美国已占领阿富汗并即将入侵伊拉克——这两个国家均与伊朗接壤。美国以清除地区大规模杀伤性武器为由为其伊拉克政策辩护。至2003年秋伊朗自愿签署《核不扩散附加议定书》时，萨达姆政权刚被推翻。认为伊朗宗教领袖得出“必须保持克制”的结论是否不合逻辑？及至2005年秋，美国在伊拉克陷入泥潭，将军事行动扩展至伊朗的前景日益黯淡。伊朗领导人或自认可重拾军事核能力建设政策——或许还因构建对美国地区野心的威慑需求而强化此意图。他们亦可能鉴于秘密计划已然泄露，认为再次实施隐蔽计划风险过高，故转而强调以民用能源计划为幌子推进铀浓缩。简言之，若笔者的分析成立，我们目睹的或许并非如NIE所称的“伊朗核武器计划中止”，而是一个更微妙、最终更具危险性的版本——待裂变材料生产成熟后再分阶段实施弹头制造。
NIE并未明确否定这一推论，甚至未予检视。其结论认为“德黑兰的决策基于成本效益分析，而非急于获取武器”。但系统性推进武器研发与成本效益分析并不相斥，关键取决于成本效益的判定标准。同理，在运用成本效益框架时，评估得出结论：国际监督与安全保障的结合或能“促使德黑兰延长当前核武器计划中止状态”。这实为政策判断，而非情报分析。
对伊朗的连贯战略不应成为党派议题，因其执行期将远超出本届政府任期。笔者长期主张美国应全力探索与伊朗关系正常化的可能。追求更和平的世界无需以忽视危险为代价。当务之急是构建清晰愿景：在确保伊朗安全、尊重其国家认同的同时，要求其外交政策与中东现有秩序相容。但该愿景必须包含战略分析——若伊朗最终选择意识形态对抗而非和解，我们应如何应对。
情报界在协助构建此类愿景中责任重大，但须谨记：愈涉足政策推测，其判断的权威性就愈弱。尼克松总统在首个任期内主持国家安全委员会讨论的方式值得借鉴：他邀请中情局局长就相关国家能力与意图进行简报，但在政策研讨阶段要求其离场。因诸多决策需要情报输入，此流程最终难以持续。
笔者常为情报界敬业同仁辩护，正因如此，对其日益呈现的“行政分支制衡者”而非“组成部分”的倾向深感忧虑。当情报人员预期其工作将沦为公开辩论议题时，难免扮演政策制定代理人或倡导者角色。国家情报副总监对公布NIE的解释印证此点：选择公开是因评估结论与美政府高官涉伊表态存在矛盾，且“我们认为必须发布以确保信息准确呈现”。这或能解释事实披露的动机，却无法合理化充斥媒体的情报来源与方法论细节。此等公开倡导趋势的吊诡后果，是令情报人员较以往更深卷入舆论漩涡。
行政分支与情报界正经历艰难时期：白宫被指将情报政治化，情报界则遭诟病助推体制性政策偏见。“关键判断”文件激化此争议，令盟友不安，使对手困惑。
情报人员应重拾传统匿名性。政策制定者与国会须重新承担决策责任，避免将情报工作卷入公开辩护。在情报使用者与生产者间界定适当平衡，非一届政府末期所能完成。这将是新任总统面临的最紧迫挑战之一。
